WHY DON'T THE BRUSHES SPIN ?

I HAVE A BISSELL PRO HEAT 2X CARPET CLEANER MODEL 9300 M AND MOST THE TIME THE BRUSHES WILL NOT SPIN. I CHECKED THE BELTS AND CLEANED AROUND THEM, BUT STILL THEY DON'T WORK.
