how do I remove the flywheel on my old suffolk punch?

I have removed the starting recoil mechanism. and tried to remove the flywheel by connecting a hub puller to no avail. what is the correct procedure

Check page 191 Suffolk Punch 12" etc. You may have to tap the bolt as you apply pressure with the puller.
