Boiler no working?

I have a heatline s24 combi boiler.. The power is on but its not doing anythin else the pilot doesnt switch on when i turn the water or c/h on

Main board or a safety device lockout. Overheat etc. Only to be repaired by a Gas safe Registered engineer, by law. (Jon. Gas Safe Registered 186229)
