murray riding mower wont move when peddle is pushed?

We replaced the belts, the transmission is turning but the mower wont go,it just sits there. The belts are on right. We have a Murray 14.5 hp/42. Model # 42590x92

Check transmission dump valve (sometimes called freewheel control).
