Most likely a drain problem. Take out the filter & make sure it is clean, check the sump for any blockage. If nothing is evident then the pump may be faulty or the impellor could be blocked by a piece of broken glass or other object. The easiest way to get access to the pump is to turn the dishwasher on its back & take off the base (4 screws). The pump is a bayonet type & easy to remove.
