boiler on but will not heat water or central heating - when switch tap on starts heating water and then starts hissing and stops heating water

When you say boiler is on, do you simply mean the light or does the boiler sound as though it is firing up and water not going anywhere, If the latter then possibly the pump has jammed, or if not that then it could be a multitude of things! Sorry couldn't be more help. try to get a CORGI reg installer who should help you. Nitram.
