how can I fix my Waltham regulator clock that is wound too tight?

I purchased a Waltham Regulator 31 day chime clock at an estate sale. It appears to have been wound too tight. How can I repair this? When I move the minute hand past twelve on each hour, it chimes once. I have moved the pendulum in hopes it would help wind down the winding mechinisms, but it will not continue the swinging movement. It appears to be a newer clock and condition is great. Looks brand new! Any help out there?
