how can i fix my windows?

The electric windows on my 99 passat do not work. I checked the fuse but thats not it. What could it be?

Electric windows should not work without the ignition being on - to achieve this the window circuit may be controlled by a relay that operates with the ignition - this relay may be defective. Just a guess.
