rear brakes?

hi got a problem with rear brakes on peugeot 205 changed wheel cylinders and shoes put cant get wheels to lock no air in system help please

You won't - unless there is some weight on the rear end. Then, the compensating valve on the rear axle cuts in and allows full pressure to the rear.
