Chimes won't trip or sound unless Silence lever is moved?

I can't understand why quarter AND hour chimes refuse to "trip" (and thus chime) unless I move the silence lever to silent and then back to chime position. I've removed face and studied it til I'm blue in the face. Any simple ideas?

maybe the silent and chime option are opposite way.the chime option was silent while the silent option was chime.
