How can I fix my radiators?

The radiators in the whole house will no longer be individually controlled. When the central heating is on you have to have all the radiators on. You can not turn any of them off individually, even though you used to be able to and each radiator has an individual temp control. The whole system is about 13 years old.

No we haven't had any work done recently. When you turn off individual rads nothing happens. They stay on. This situation has been for prob a couple of years. Obviously this is very wasteful and expensive.
