In spin cycle the washer makes a very loud wining noise?

I have a Maytag Performa washer Model #PAVT234AWW. During the spin cycle there is a high wining noise. What could it be?

I also noticed that the top of the tub can be manually moved over 4 inches in any direction. Is this typical or a problem?
