Water pooling on tarmac?

I have several large area's of old tarmac. Some of it has sunk slightly so when it rains I get pools of water.
I know it need resurfacing, but as a short term solution could I drill holes into it to let the water drain away, or would this agrevate the situation by washing away any substraight.

It wont wash anything away but it could get waterlogged and if it freezes it will swell up and you will have bumps.Live with the puddles or help prevent flooding and dig it up and put gravel down.
