flaking paint?

hi, after stripping the wallpaper and applying a coat of paint, i have noticed the paint flaking off in some areas of the room. any suggestions on why? and how to resolve this?. its very disheartening!.

Scrape all the loose paint off and seal with an oil based paint, once dry you should sand it lightly
