heat comes out cold?

how can heat be cold????

the appliance you have may have a heating element where the heat could be blown out externally via a fan blower, now if the heater element has gone hence the heater blowing cold.
(that's my logical way of thinking anyway) on the little info given in question

It's all relative - heat is one thing and temperature something entirely different...

Heat may be defined as energy in transit from a high-temperature object to a lower-temperature object.

Temperature is just a step along the way...
