How can I fix my Baxi Bermuda 50/3 Back Boiler with Inset Gas Fire?

My Baxi Bermuda 50/3 back boiler lights up properly, heats the water and then the radiators correctly. It then lights up for about 25 seconds, goes of for about 25 seconds and then repeats the cycle over and over again.
There is no room thermastat but all of the radiators have thermostats.

recently had a burst water pipe which meant that my system was completely drained, once the water pipe was replaced and bled the boiler only fires up for a few minutes then goes out

I have tried removing a thermostat head and it now burns longer, about 45 seconds, but stays off the same (about 25 seconds) and still continually cycles.

take one of the heads of a rad, so it is allways on, and see what happens, could be there is on water flow around the system, is the hot water pumped or gravety, if graverty bank goes, thetory
