How can i fix my Briggs & Stratton 35 Classic?

My Briggs & Stratton 35 Classic is smoking alot and not idleing at the correct speed. It is also revving up and down quite quickly, and when i stop the engine the Exhaust Muffler is smoking. I have tried to clean the Spark Plug and clean the Air Filter but this has not made a difference. Can you please give me some advise as what i may need to replace?

Replace the carburettor diaphragm fitted between the carb and the tank. Remove the tank complete with carb, then undo the screws holdng them together.

Cost pennies.
