sounds like to me that you may have a blockage in the carbe or that the floot in the carbe is sticking any way best way is to strip down the carbe and clean all the jets just remember ware all the parts go

Be sure the fuel that is in the mower is fresh- hopefully a month or less old. You may need to remove the carb bowl and clean the bowl and the main jet.
