how can I fix my speed control on a Honda model HRZ 216T0A?

I have Honda Model HRZ 216T0A, Serial number MAFA 1022731 that I am havng a problem getting any or very little speed from the self propelled system and I can't see a way to adjust it. has anyone had this problem or know how to dust the speed control.?
