How do I remove cylinder cover on 5.5 HP Tecumseh LH195SP?

Engine: Tecumseh 5.5 HP, LH195SP - 67514 SnowKing with horizontal shaft.
I'm trying to dissassemble my seized snowblower engine to determine if it's worth fixing. Got everthing off except the cylinder cover. How is it removed from the crankshaft? I don't believe there is a snap ring under the oil seal but I'm not 100% sure. Does the cover just pull off the shaft or do I need to remove the seal before trying to pull the cover? If so, how do you remove the seal? I've heard of a tool called an oil seal remover.

Update 2: I got the crank to turn but cover still won't come off.

Update: After removing shaft seal (no snap ring under it), it appears that the crankshaft is fused to the cylinder cover! That's why the cover won't come off, even after pounding wedges between the cover and the engine body, it won't budge.

Why do I think it's fused? Well, there is heat discoloration on the crankshaft at that point and the piston cylinder wall is as smooth as a new one so I don't think the piston is seized.

Anyone run into this situation before? How do I get that *$&* cover off?
