Alarm Keypad Dead and Siren going off?

My alarm started going off by its self. I went to shut it off but both key pads where dead and it would not stop. I disconnected the siren to stop, if I reconnect the siren it will continue to go off. The alarm is plugged in and the battery back up is working as well. How do I get the keypads to light back up and respond?

It's the battery in the Siren that is creating the noise because there is no power (it's called hold-off) being sent from the control panel mains supply or control panel battery (the one that is naff & causing all the problems)

There is nothing on the control panel, it is completely dead, both of them. If the system is unplugged the siren continues to go off which I then assumed the battery backup was working because it was still providing power to the system. There has not been any issue with the battery backup in the past. It is a GE System.

No information given about the control equipment, what is/isn't showing at the panel, power cut / no power cut etc etc

How did you test the battery to prove it is working well?
(It's not)

Charging voltage ?
Load Current ?
Discharge test ?
