how can i fix my starter?

the leads to my starter motor has 12volts direct without the ignition swiched on is this right .this is a renault 21 1989 model.

If you really had 12 volts to your starter at all times, it would spin all the time. That would cause it to overheat very quickly and fry your battery to boot. Is this your problem? If it is then I'd look for a stuck solenoid.
