my trimmer won't run without the chock being on full?

I have to play with the chock to keep it runnin, mostly have to have it on near full chock. Is it the fuel cap or a stopped line?

Its running lean for one reason or another, clean replace the filter in the fuel tank, try to richen up the mixture by unscrewing the L screw on the carb by 1/4 turn if no better remove and clean internal screen in the carb
