Why do the Indicators, Wipers and Heater Fan take 5 mins to start?

I have just bought a 1.4 Citroen Berlingo Xreg and find that the Indicators, Wipers and Heater Fan take about 5mins to come on, after I start the engine. Any idea's ? Thanks
