AEG B3101-1 oven?

I have a problem where the oven switches on ok but take twice as long as it should to reach the temp set.
Also the fan doesnt always start stright away, any ideas as to the cause.

if the fan isn't rotating fast enough or starting up sometimes then this would cause slower heat up
