My Whirlpool GS2SHEXNS00 ics maker is stuck in locked mode?

Holding down the Lock Out button for 30 seconds on my ice/water dispenser will not change the status of the dispenser to Unlocked. The circuit board is stuck on the Lock Out mode. How do I tell what is in need of replacement? (The LED display or the circuit board)
