fridge freezer?

Have a 7yr old Samsung SR-L629EV. The freezer works fine at a constant -19 deg's but the fridge reads 9 deg's when it is set to 3 deg's the top part of the fridge is warmer than the bottom part and ice now forms in the vents in the lower half. Is it knackered or repairable
