Programming a Siemens RWB9 controller?

When programming the hot water I want to have it on forst thing in the morning, then again early in the evening and again late in the evening. The programmer won't let the second "on" period be after 2 p.m. It just says "limit". Is this a design feature or is the unit faulty>
