206 temperature gauge 100% when cold?

My 206 temperature goes to 100% when the engine is started at cold, the stop light flashes and the cooling fan comes on. The engine coolant temperature sensor and the engine coolant temperature switch have been replaced. The wiring has been checked. The relays are ok. Any suggestions?
