hot water flow stopped?

cold water running ok. rads ok. no water coming from hot taps. pressure gauge on boler is 3.Worcester 30si.

I dont know this particular boiler but it sounds as though a pressure valve is not operating on the hot water side, then again the pipes could be frozen. Difficult to say..
