HAGER EM 001 Time Lag Relay Switch-Troubleshooting?

Our building of 12 apartments has a Hager EM 001 Time Lag Relay (Switch) installed on the circuit panel to allow 'timed-off' operation of the hallway switches. The system has not worked for some time (i.e. the hallway switches do not illuminate, and the hallway lights do not work) whether the switch is in 'timer' mode 'or 'on' mode. We get phase & neutral to the Hager EM 001. Assuming it is not the relay/switch (not 100% certain on this...) any ideas as to troubleshooting this system further? The lower contacts each have a brown/black wire connected to them. Thanks.
