How can I fix my potterton kingfisher boiler floor standing?

I have a old potterton kingfisher boiler which is about 25 years old,there is air in the rads on the top floor I have 18 rads in a 3 floor hse.I have bleed the rads for 3 days and the rads on the top floor are not hot.I have a vented sys.

I did close all the rads apart from the ones on the top floor.but only the bottom of the rads got hot,I will check the tank.thanks

if no water is coming out of rads check header tank the ballcock can stick in the closed position otherwise start at the bottom and close rads one by one if it's an air lock this should cure it
