Dishwasher only washing top half of machine?

Hi I have a diplomat ACA9102 and only the top half washes. The half load button is not depressed, so it looks like a control board fault

Can I easily replace this? and if so anyone know what part I need?

the arm isnt turning no, but there is nothing physically preventing it from turning?

and no water is coming out, even in is 'still ' position?
