rf outlet does not ouput 9v DC current?

I have changed the RF outlet in sky service setting to ON but when I plug my magic eye into RF outlet 2 there is no signal. I have followed all the fault finding guides and even checked with a multi-meter the voltage on RF outlet =zero volts.
