I have a Zanussi ZT 615 Dishwasher. The problem is that it starts to fill with water but I hear the water exit via the out pipe. the water does not rise above the internal base of machine I.e. It does not rise in the chamber

This machine flushes for a while before filling.Are you leaving it long enough to get to the fill bit?
drain hose to low will cause draining and if the water is leaking in to the base the pump comes on and drains.remove the cover plate below the door and have a look in to the base for evidence of a water leak
