How do I wire my necht electric hob only given 4&5 instead of live&neutral?

My electricians cannot wire my necht electric hob as information given is only 4 and 5 which is live and which is neutral please help. I have been waiting for my kitchen to be installed since 22/8/11 this is our latest problem THANK YOU
