Danfoss Radiator Thermo. Pin Stuck?

It is going to be sometime before anyone gets out here to fix this. So after reading a bit. Seems like this is a simple process, i have only couple questions.
I tried wd-40 to loosen the pin but its still stuck (last year i was able to use a small screw driver to pull it back and then it loosened neough to allow the dial to take over. this year its just stuck.

this is an inline radiator along the floor with a danfoss manual dial (not digital). I know that the one i have needs a tiny allen screw to loosen then neck by the pip. I also know that the right site is scorching hot, the left of the dial is colder the farther it goes.

1. what is the procedure after I loosen the holding pin?
2. closing the valves on the pipe (one in the bedroom and one in the dining room is suggested correct? (i was told it shuts the water of to lessen the pressure)

3. does water come out after i remove the dial? (I dont know if it is open like a faucet or if that is where the pin is being held.

I hope someone can help as there is no heat
