Rangemaster 110 dual fuel fan oven?

The fan oven will not heat up (does to appox 70 degrees). After seeking some advice I changed the element but this has not fixed the problem. any ideas?

if you changed the right element I would now be looking at the thermostat.it must turn of quick if only getting to 70Deg??
