bedford tl warning light on dashboard come on in the symbol of a tap?

Pls can you tell me what this may mean. The warning alarm came on. I have filled the header tank with water, which was empty but the tap warning light still remains on. Puzzled.

Try the low level sensor, not sure but on some older vehicles it was a float switch which may just be stuck, try unpluging it and bridging the wires together with a split pin.
