Cannot interrupt dial tone?

I have Durabrand, speaker telephone Mod PH-5595. The calls will come in or goout but the dial tone never breaks.

Dial tone is generated at exchange, try another handset, if same get onto provider. If ok, not dial tone, fault in unit.
