How can I fix my Mountfield 725M electric start mower?

When I turn the key to start the engine rotates but does not start.
I checked the spark plug ok,checked the spark ok
Checked air filter, clean.
I disabled the safety device circuit,still nothing.
I then used the pull cord,engine started !!
What next ?

charge or replace the battery,

If the engine is starting manualy,then one must assume the starter isn't turning the engine over fast enough to fire.

Maybe its a fault with the starter or wiring?
