what you say couldnt be the case, the belt runs between the motor and drum pulley if drum doesnt turn the motor pulley burns out through the belt, now if the drum is seized thats a different matter and to turn it you will have to apply pressure via a ratchet and drive to try get it to turn , its then either seized bearings or something like a sock thats got in between the drum and outer tub which will need removing which can quite often be difficult but it can be done with a fish wire via the sump hose or heater element
