The led next to the switch is flashing, does this mean it's charging or what ?

hi there, green led flashing..batteries not charging, checked battery charger circuits or someone has turned off mains supply to charger unit by mistake..worse case if its flashing yellow brake not connected/relay fault hope this will help.......ian..portsmouth..uk
