When replacing Pull-Cord, how to install so it automatically REWINDS?

Pull cord broke on a
Murray 22" Select 6HP Briggs & Stratton
Model# 22265X8C
How do you rewind the new cord (under tension) without having to drill-out the rivets that are holding the metal casing that covers the shroud?
I cannot imagine a design where you had to drill-out rivets to repair such a common repair.

Remove the plastic shroud and then remove the three rusty bolts that can be seen on your picture (there are also I think two others at the side) and the whole recoil unit will come off.

Remove the broken cord. Wind up the recoil spring. Insert new cord (with handle attached to the other end of it) and knot it. Allow cord to retract under control.
