siemens WXLM148A won't wash or spin?

This is for my dad so don't know the exact details. I know he's taken the motor out quite a few times, recently fixed by siemens and still won't wash or spin. He thinks its quite an expensive repair. something called a programer gone. Also leaks.

he needs to measure out the windings with a meter but without seeing it i would hazard a guess that its the carbon brushes that are worn or sticking
