Is my samsung F480 unlocked or what?

Just taken delivery of F480 allegedly unlocked, put in SIM and switched on, and it comes up with a page offering three network/contract providers - Vodafone Contract, Vodafone "PAYT", and BT. and cannot get past without accepting one of them. HELP!
