How can I fix my Heater blower,Volkswagen Golf MK3 1.8GL 1994?

My heater blower is not working. I have checked the fuse, and it seems not to be responding.
I can't hear the fan noise, when I turn the knob to 1,2,3 speed setting. Can you please help?
