how to fix wipers?

the wipers on my vetra sri wont return to the start position at the bottom of the screen, they stop about 2" from the bottom

has this happened on its own, or has there been work done to wipers!if theres been work carried out,the crank on motor will need re-positioning,if no work on wipers then suspect motor park mechanism is faulty or timer/delay unit faulty.
