Danfoss FP715 programmer fault?

We have a Danfoss FP715 programmer to run (or suppossed to!) our Ideal boiler. Thing is it seems to have a mind of it's own. When we turn the dial to on for hot water/heating, the boiler fires up even though both hot water and heating are showing as off on the programmer. We just want the water to come on for 2 hours at night that is all (trying to save on money) We now have to keep remembering to turn the dial 'On' on the boiler to get hot water everyday, which is very frustrating, especially if you forget and there is no hot water for a shower in the morning! We also have to remember to keep turing it off a bit later or it will just keep heating the water to keep it at the set temperature. The most bizarre thing is that if you press the water on button it switches the boiler off!! I am guessing it is a fault with the programmer, so would this be an electricians job or a gas mans job? Some people on here have mentioned problems with the actuator, but this all seems fine and was not seized when I took a look at it. Any help appreciated please.
