The other day the city did some work on pipes near our house. The next time I flushed, the water would not cut off, even though the valve rose properly. Now, I have to turn off the water line behind the toilet to get the water to stop. How do I fix this problem with my Flushmaster?

Probably some dirt got into the valve, if it does not clear after a couple of flushes, you will need to open it up to clean out, could be, when it tried to close, embeded some dirt into the seal. At worse, you might have to replace the sealing washer, get them most diy places, couple of them for a few £ or so.
